Green Delaware received this memo from an anonymous whistleblower, accompanied by these comments:
“Looks like another data point to confirm that Governor Markell’ s commitment to open government is pure BS.”
“Improvements to many state agencies, particularly DNREC could certainly benefit from public input. None is being solicited.”

Dear Governor Markell:
According to a “TRANSFORMATIONAL MEMO GUIDELINES” memo issued by Tom McGonigle on July 31, 2009, each cabinet member was to provide a “detailed transformational plan for your agency” by August 21, 2009.
Pursuant to the Delaware Freedom of Information Act, we hereby request a copy of each such memo received by the Governor’s office.
Also, pursuant to FOIA, we request a staff listing for your office, with contact information including email address and telephone number, and job descriptions, for each person.
